The Engineering Department is responsible for providing engineering and technical  support and services for road improvement and major maintenance projects on the county road system. This work involves reviewing and preparing plans, specification and bidding documents for road, bridge and other public improvements projects; meet with representatives of public and private agencies regarding projects of mutual interest; and exercising general supervision over all construction activities within county rights-of-way to ensure compliance with plans and specifications.

 

The Engineering Department consists of 12 staff members with various areas of expertise in Construction, Design, Permits, Right-of-Way, Subdivisions, Survey and Traffic & Safety. Each of these sections has a variety of individual responsibilities but also coordinates to produce high quality road and bridge improvements on the county road system.

 

Construction

Manages activities related to the reconstruction of roads and bridges under Livingston County Road Commission jurisdiction.

The construction staff is also responsible for inspection of all bridges and culverts on the county road system and management of the LCRC Bridge Program.  (For more information on bridges, visit our "Current Bridge Activity" webpage.)

Design

The Design Section is responsible for plans, specifications and contract documents for road and bridge projects.

The Design Staff assures that all projects are developed in accordance with Road Commission, FHWA, MDOT Local Agency Programs and AASHTO requirements.

In addition, the Design Section is responsible for coordinating utility relocations associated with our projects, and securing all necessary permits from other regulating agencies.

Permits

The Right-of-Way staff works to ensure that the adequate rights-of-way and easements are in place or identified for acquisition for a project, by collaborating with township officials, property owners and developers.

Subdivisions

The Subdivision Section is responsible for administering the development of public roads through private subdivision development This includes the technical review of plans and issuance of permits in conformance with procedures and regulations, construction inspection, and processing of road acceptances into the county road system.

The Subdivision Section is also responsible for maintaining the Public Road Certification Maps and providing information to the Michigan Department of Transportation (MDOT) in order to determine the annual funding allocation the Livingston County Road Commission will receive from the Michigan Transportation Fund (MTF).

Survey

The Survey Section is responsible for construction staking, mapping for design, legal descriptions, abandonments,  participation in the county monumentation program, and other support services.

The Survey Section performs a variety of support services for Livingston County. These include construction staking for road improvement projects, topographic mapping for use in the design of future road improvement projects, drainage surveys, horizontal, vertical, and alignment control surveys in relation to the Public Land Survey System and the Michigan State Plane Coordinate System, Right of Way staking in determination of traffic control devices, utility relocations, and encroachments, maintenance of historic records, and preservation of survey monuments.

Traffic & Safety

The Traffic & Safety Section handles a wide variety of services for residents, local officials, and other highway and governmental agencies. In addition to their day-to-day duties, many of these special services require a full evaluation by staff. Many of these requests may take several months to complete. The goal being to provide safe and efficient movement of vehicle and pedestrian traffic on our roads.

The Traffic & Safety Section maintains all signals/flashing beacons at intersections under the jurisdiction of the Road Commission. This section is also responsible for the installation, and maintenance of approximately 17,000 traffic control signs throughout the county, and several hundred miles of pavement marking, along with hundreds legends and symbols at various intersections.
