Why:To receive comments on proposed runoff control changes (construction and post-construction) to LCRC Specifications

The current Livingston County Road Commission Specifications and Administrative Rules Regulating Driveways, Road Approaches, Banners and Parades On and Over Highways (driveway specifications) and the current Livingston County Road Commission Specifications for Plat Development (plat specifications) are not consistent with the construction and post-construction stormwater control requirements of the Livingston County Drain Commissioner's standards nor with the MDNRE Phase II permit requirements. Therefore, the LCRC is proposing to amend both the driveway and plat specifications for consistency within the County.

The current drainage requirements on pages 8-9 and 14-15 of the driveway specifications, which are highlighted on Attachment #1, are proposed to be replaced with Sections 6.6, 7.5 and 7.6 from Attachment #2.

The current plat specifications refer to the LCDC standards for Construction Stormwater Control. However, the LCRC plat specifications do not contain standards for soil erosion and sedimentation control. Therefore, Attachment #3 is proposed to be included in the plat specifications.

The MDNRE Phase II permit also has new requirements for the mapping of new storm sewer systems. Adopting Section 6.4.5 on Attachment #4 into the LCRC plat specifications would enable the LCRC to have storm sewer systems put into the County GIS program, so the systems could be monitored for illicit discharge, maintenance and repair.
